উত্সর্গঃ সৃস্টির সেবক, রেডিও আবিস্কারক স্যার জগদীশ চন্দ্র বসু - যার স্পর্শে পৃথিবী ধন্য!

সমস্যার মাঝেই সুপ্ত থাকে সম্ভবনা ও সমাধান। সম্ভবনা ভেবে সৃজনশীলভাবে যে কোন সমস্যা সমাধান করার সহজ চারটি ধাপ:

সমস্যা সনাক্তকরণ - Problem Identification
চিন্তার সমাবেশ - Idea Generation
মূল্যায়ন - Evaluation
প্রয়োগ - Implementation

সমস্যা সনাক্তকরণ: আসল সমস্যা কি? সমস্যার সংঙ্গা কি? সমস্যাটা আসলেই সমস্যা কিনা? সমস্যাটার প্রকৃত মালিক কে? সমস্যাটা সমাধান না করলে আর্থিক ক্ষতি কি? সমস্যার গুরুত্ব? কি পরিমাণ সমাধান প্রয়োজন? লাভ-ক্ষতি?

চিন্তার সমাবেশ: কি কি কারণ? মাথা ঘাটিয়ে বের করুন সমস্যা সমাধানের কি কি পথ রয়েছে? গ্রুপের সবার সবগুলো উপায় লিখে ফেলুন। কোন চিন্তা বাতিল করা চলবেনা। এই পদ্ধতিকে বলা হয় 'ব্রেইন স্টর্মিং'।

মূল্যায়ন: এবার বিশ্লেষণ করুন সমস্যা সমাধানের কোন উপায়টি সবচে গুরুত্বপূর্ণ? গ্রুপের সবার মতামত নিন। কতটুকু বিনিয়োগ করে কত সময়ে কতটুকু ফল পাবার সম্ভবনা রয়েছে? 'পেরিটো ডায়াগ্রাম' তৈরী করুন। বিশ ভাগ কর্ম করে কিভাবে আশি ভাগ ফল পেতে পারি?

প্রয়োগ: এটি চূড়ান্ত ধাপ। চূড়ান্ত পরিকল্পনা ও কার্যপ্রণালী । কে কে করবে? কি কি করবে? কখন করবে? কোথায় করবে? কি কি লাগবে? কত খরচ হবে? কত সময় লাগবে? কিভাবে মনিটর করা হবে? ফলাফল কি? চূড়ান্ত প্রয়োগ ও পর্যালোচনা - স্বল্পমেয়াদী ও সুদূরপ্রসারী ফলাফল?

আমরা প্রায় শুনে থাকি বাংলাদেশের প্রধান সমস্যা জনসংখ্যা। উপরের ধাপগুলো বিবেচনা করে দেখুন। এই বিশাল জনসমষ্টিকে দক্ষ জনসম্পদে পরিণত করার কি এক অপূর্ব সুযোগ ও সম্ভবনা আমরা হেলায় হারাচ্ছি!
